南台灣復原工作 政院提以工代賑
【台灣醒報記者譚有勝台北報導】針對南台灣水災復原工作，行政院長賴清德30日表示，目前首要任務是清理家園和消毒工作，以避免疫情發生。為了協助民眾加速恢復家園，行政院已核定額外增加救助金每戶2萬元，同時提供租稅減免，此外，勞動部也提出「天災臨時工」方案，讓受災失業者可成為天災臨時工，時薪按每小時基本工資140元發給，以工代賑，協助民眾重建家園。
針對本次雨災災情，行政院長賴清德再度向災民表示歉意。他指出，由於過去在台灣的治理計畫，只有10年的保護標準，亦即24小時的保護標準雨量約為250-300毫米，本次強降雨已明顯超過既有水利工程設計的保護標準，且適逢大潮，故造成多處積水災情。
有關本次水災復原部分，賴清德指出，目前第一要務是完成積淹水地區的家園清理及消毒工作，後續請環保署、衛福部與地方政府通力合作，避免疫情發生。此次災害造成嚴重農損，請農委會儘速依各地農損情況，發放現金救助及提供低利貸款，並密切關注蔬果等農產品價格波動情形，隨時啟動相關穩定調控機制，維持農產品正常供需與民生物價穩定。
為協助淹水民眾加速恢復家園，對於受災戶的淹水救助，除了原各地方政府所自行發放的淹水救助金(每戶5千至2萬元)外，行政院已專案核定額外再增加救助金每戶2萬元，同時提供租稅減免，如有重建需求，也會有一定額度的利息補貼。另財團法人賑災基金會也將針對低收入及中低收入的受災戶發放每戶5,000元的補助。
勞動部也提出「天災臨時工」方案。根據勞動部資料顯示，受災失業者可檢附相關受災證明，或災區事業單位開立因受災致失業的離職證明文件，到當地公立就業服務機構辦理求職登記及接受推介成為天災臨時工，時薪按每小時基本工資140元發給，每月最高發給176小時。
本次熱帶性低氣壓及西南氣流的影響雖已逐漸減緩，惟目前仍屬颱風季，各級政府在家園回復後，仍應提高警覺，持續落實各項整備作業，強化減災工作。另請中央氣象局持續精進氣象預報和淹水警戒發佈的精確度和時機，對於日益增多的極端降雨現象，研議更符合中央與地方應變需求的預警方式，降低因極端天氣造成國人生命財產的損失。
